Congestion Management

The basic objectives of the Congestion Management System (CMS) are:

  • Strive to alleviate both existing and future congestion.
  • Enhance mobility of both people and goods.
  • Evaluate system performance.
  • Identify and assess congestion reduction strategies.
  • Evaluate post-project effectiveness.

The CMS assessments focus on operational improvement actions as opposed to major increase in capacity. Typical actions fall into one of seven categories:

  • Travel Demand Management (TDM)
  • Transit Service Enhancements
  • Intelligent Transportation Systems (ITS)
  • Traffic Signal Optimization
  • Intersection Improvements
  • Corridor Capacity Enhancements.
  • Access Management Program

The following report describes elements that comprise the CMP in the Greater Bridgeport Planning Region and summarize recent CMS activities, programs and projects.
