PUBLIC NOTICE - Draft FFY 2018-2021 Transportation Improvement Program Available for Review

 

The draft FFY 2018-2021 for the Greater Bridgeport Valley Metropolitan Planning Area is now available. The draft lists all federal aid transportation improvement projects programmed for implementation over the next four years. A 30(+) day review and comment period extends from June 9th through July 17th. 

A public information meeting regarding the draft TIP and air quality assessments will be held on Wednesday, June 28th, 2017 at 5:00 PM in the conference room of MetroCOG, 1000 Lafayette Boulevard, Suite 925 (ninth floor), Bridgeport. Agency and CTDOT staff will be available at 4:30 PM to informally discuss any aspects relating to the draft TIP/STIP and any other transportation issues and concerns.

The MPO will consider endorsement of the draft TIP and adoption of the Ozone and PM2.5 Air Quality Conformity Statements at its special meeting to be held on Thursday, June 15th, 2017 at 11 am (at the MetroCOG offices).



NOTICE is hereby given that the Greater Bridgeport and Valley Metropolitan Planning Organization has developed the draft Transportation Improvement Program for the Greater Bridgeport and Valley planning regions. The TIP lists all proposed highway and transit improvement projects programmed to receive federal financial assistance from the US Department of Transportation – Federal Highway Administration and Federal Transit Administration – over the next four federal fiscal years. The MPO’s TIP conforms to the State Transportation Improvement Program (STIP) being developed by the Connecticut Department of Transportation.

A thirty (30) day review and comment period has been established, beginning on June 9th, 2017 and ending on July 17th, 2017. The public is welcomed and encouraged to review and comment on the MPO’s draft TIP, as well as the draft STIP. Copies of the TIP and STIP are available for review at the offices of the Connecticut Metropolitan Council of Governments (MetroCOG), 1000 Lafayette Boulevard, Suite 925 (ninth floor), Bridgeport, CT, 06604 and the Naugatuck Valley Council of Governments (NVCOG), 49 Leavenworth Street (3rd floor), Waterbury, Connecticut 06702, as well as at the offices of the mayors or first selectmen of member municipalities. The draft TIP can also be viewed on-line at www.ctmetro.org and nvcogct.org.  

Capital projects sponsored by Greater Bridgeport Transit and the Valley Transit District are included in the draft TIP. The TIP development process will be used to satisfy federal requirements for public notice, review and comment for routine and traditional local bus capital projects funded by the FTA under the Section 5307 capital grant program. The MPO’s process, the notice of public involvement activities and the time established for public review of and comments on the TIP will satisfy the program of projects requirements of both transit agencies.

NOTICE is also given that the GBVMPO will hold a public information meeting concerning the draft STIP/TIP and related air quality assessment on Wednesday, June 28th, 2017 at 5:00 PM in the conference room of MetroCOG, 1000 Lafayette Boulevard, Suite 925 (ninth floor), Bridgeport, CT, 06604. Agency and CTDOT staff will be available at 4:30 PM to informally discuss any aspects relating to the draft TIP/STIP and any other transportation issues and concerns.

The public is encouraged to attend one of these meetings to learn more about programmed transportation improvements and to express their support or concerns regarding actions contained in the draft TIP/STIP. Comments may be made orally at the information meetings, via e-mail or in writing. Written comments must be clearly legible, submitted on 8½" by 11" paper and include the person’s name and address. Any person wishing to comment on the draft TIP/STIP may submit their comments in writing to Matt Fulda, Executive Director, MetroCOG, mfulda@ctmetro.org or Rick Dunne, Executive Director, NVCOG, rdunne@nvcogct.org. Written comments must be received at the offices of the MetroCOG or NVCOG before 11 AM on July 10th, 2017. The MPO will consider endorsement of the draft TIP and adoption of the Ozone and PM2.5 Air Quality Conformity Statements at its special meeting to be held on Thursday, June 15th, 2017 at 11 am (at the MetroCOG offices). This endorsement is contingent upon no major adverse comments being received during the public comment period. The public is invited to attend this MPO meeting and will be afforded an opportunity to comment on the draft TIP and air quality conformity determinations before they are considered by the MPO.
